1. General statements. Goals and objectives of the competition.
1.1. The given Regulation of the IV International Guitar Сompetition & Festival "THE TIME OF THE GUITAR" (hereinafter referred to as “Regulation”) determines the general conditions for the organization and holding of the IV International Guitar Сompetition & Festival "THE TIME OF THE GUITAR" (hereinafter referred to as “Competition-festival").
1.2. The Competition-festival conduction is aimed at achieving the following goals and objectives:
- identifying and supporting young talented academic composers who write for classic guitar;
- popularization, keeping and improvement of the professional traditions of the Russian guitar performing art school;
- identification and support of the most gifted and professionally trained performers on a classic & 7-strings guitar;
- traditions development of chamber ensemble playing;
- stimulation of creative growth of young musicians, improving their performance level;
- tightening of interstate creative connections among composers, tutors and performers on a classic guitar;
- assistance in realization the creative potential of students and tutors of the Russian Federation.
2. Dates and place of the Competition-festival:
• Competition-festival is held in live and pre-recorded video format;
• all participants of the Competition-Festival are divided into two groups: live performance and pre-recorded video;
• live auditions of competitors, as well as master classes of jury members, exhibitions, seminars, creative meetings will be held from 23 to 26 November 2023 in the Niko Art Gallery at: Moscow, Bolshaya Tishinsky Lane, 19, building 1;
• pre-recorded auditions of competitors are conducted through video recordings;
• live and pre-recorded competitors are assessed separately from each other;
• nominations, groups, age categories, program requirements, the size of the organizational contribution for live and pre-recorded competitors are the same;
• if the organizing committee or the jury finds that the video recording submitted to the contest does not meet the requirements, the participant will be disqualified;
• requirements for video recording for pre-recorded competitors are included in Annex #1 at the end of the Competition-Festival regulation.
3. Organizational structure of the competition-festival
3.1. The following structures to carry out activities aimed at solving the problems of the Competition-festival are created:
• The Organization committee organizes and holds the competition, provides organizational support for the Competition-festival, and exercises other powers provided by the Regulations.
• The Competition Jury (hereinafter referred to as the “Jury”) – listens to the participants of the competition-festival, determines the best works and the best performers, ensures equality and respect for the rights of all participants of the competition-festival, exercises other powers stipulated by the Regulation.
3.2. The composition of the Organizing Committee is determined by the Organizer of the Competition-festival – Moscow International Association of Guitar Art.
3.3. The Organization committee establishes the dates of the Competition-festival, organizes events within the framework of the Competition-festival, approves the Jury membership, provides information support for the Competition-Festival, involves partners and other organizations to solve organizational, financial and technical issues related to the organization and holding of the Competition-Festival and also carries out other actions stipulated by the Regulation.
3.4. The Organization committee possesses the exclusive right to photo-, audio- and video materials of the events of the Competition-festival, as well as to record, distribute and broadcast them in the mass media to cover and popularize the Competition-festival. The transfer (alienation) of the exclusive right to the materials specified in this clause of the Regulation to the Organization committee is a mandatory condition for allowing the Organization Committee to allow third parties to take photographs or videos, to record the events of the Competition-Festival, and without remuneration to the authors or other rightholders of such materials (free of charge). The subsequent use of these materials is carried out by the Organizing Committee, indicating the authorship.
3.5. The Jury membership is formed and approved by the Organization committee from among well-known Russian and foreign composers and performers on classical guitar, representing various artistic trends of contemporary academic music.
3.6. The jury evaluates the musical works participating in the competition and determines the winners and prize-winners of the Competition-festival. The decisions of the Jury are final and not subject to revision.
4. Conditions and program requirements of the Competition-festival:
- Guitar players any age can take part in the competition (the age of the participant is determined as of the date of the Competition-festival - November 23, 2023);
- Competition-festival is held in the following nominations: "Classical guitar", "7-strings guitar", "Chamber ensembles", "Orchestras".
4.1. " Classical guitar " nomination
Requirements for the performed program in this nomination:
JUNIOR Category:
Junior Group A - up to 8 years old inclusive
Two diverse works
Duration of performance is not more than 5 minutes
Junior Group B - from 9 to 10 years inclusive
1. The work of one of the composers: Carcassi, Karulli, Aguado, Giuliani, Gragnani, Diabelli, Legnani, Paganini, Sor, Arcas, Coast, Mertz, Molino, Mateika, de Call, Regondi, Zani de Ferranti.
2. Free repertoire.
Duration of performance is not more than 7 minutes
Middle group A - from 11 to 12 years inclusive
1. The work of one of the composers: Carcassi, Karulli, Aguado, Giuliani, Gragnani, Diabelli, Legnani, Paganini, Sor, Arcas, Coast, Mertz, Molino, Mateika, de Call, Regondi, Zani de Ferranti.
2. Free repertoire.
Duration of performance is not more than 8 minutes.
Middle group B - from 13 to 14 years inclusive
1. Work of music of the Renaissance or Baroque (Bach, Weiss, Dowland, de Wiese, Sanz and composers born before 1720) or the work of one of the composers: Carcassi, Karulli, Aguado, Giuliani, Gragnani, Diabelli, Legnani, Paganini, Sor, Arcas, Coast, Merz, Molino, Mateika, de Call, Regondi, Zani de Ferranti.
2. Free repertoire.
Duration of performance is not more than 10 minutes.
Senior group - from 15 to 18 years old inclusive (students of music colleges and colleges are not allowed to participate in the category)
1. Work of music of the Renaissance or Baroque (Bach, Weiss, Dowland, de Wiese, Sanz and composers born before 1720) or the work of one of the composers: Carcassi, Karulli, Aguado, Giuliani, Gragnani, Diabelli, Legnani, Paganini, Sor, Arcas, Coast, Merz, Molino, Mateika, de Call, Regondi, Zani de Ferranti.
2. Free repertoire.
Duration of the performance is not more than 12 minutes.
"STUDENTS OF MUSICAL COLLEGES" Category:
1. Work of music of the Renaissance or Baroque (Bach, Weiss, Dowland, de Wiese, Sanz and composers born before 1720)
2. The work of one of the composers: Carcassi, Carulli, Aguado, Giuliani, Gragnani, Diabelli, Legnani, Paganini, Sor, Arcas, Coast, Mertz, Molino, Mateik, Regondi, Cani de Ferranti.
3. Free software.
Duration of performance is not more than 15 minutes.
PROFESSIONALS Category - participants no age limit
I round
1. 1. Work of music of the Renaissance or Baroque (Bach, Weiss, Dowland, de Wiese, Sanz and composers born before 1720) or original polyphonic work for guitar (fugue, or prelude and fugue) by composers of the XX-XXI centuries.
2. Free repertoire.
Duration of performance is not more than 15 minutes.
If the duration of the compositions listed in paragraphs 1 and 2 is at least 13 minutes, the free program may not be executed.
II round
1. One of the compositions that won the Fourth International Competition of composers "The Time of the Guitar"
- Alexey Sartakov "Decameron" (at least three parts to choose from from the suite) listen
- Vyacheslav Morgunov "Libertasonatine" (fully 3 parts, or only part I, or parts II and III) listen
- Mikhail Koshevoy Sonata for Guitar …….listen

2. Free repertoire.
Duration of performance is not more than 20 minutes.
The participants of the pre-recorded video group of the competition in the category "professionals" must send links to the videos of the first and second rounds by November 01, 2023 together with the application form for the competition on the site www.mmagi.ru.
4.2. Nomination "Seven-string guitar"
Requirements for the performed program in this nomination:
Category JUNIORS:
• Junior Group A - up to and including 8 years
Two different compositions
The duration is no more than 5 minutes
• Junior group B - from 9 to 10 years inclusive
1. The composition of one of the composers of the XIX century: Sichra, Vysotsky, Morkov, Alexandrov, Vetrov, etc. (original piece, processing or arrangement)
2. Free repertoire.
The duration is no more than 7 minutes.
• Middle group A - from 11 to 12 years inclusive
1. The composition of one of the composers of the XIX century: Sichra, Vysotsky, Morkov, Alexandrov, Vetrov, etc. (original piece, processing or arrangement)
2. Free repertoire.
The duration is no more than 8 minutes.
• Middle group B - from 13 to 14 years inclusive
1. The composition of one of the composers of the XIX century: Sichra, Vysotsky, Morkov, Alexandrov, Vetrov, etc. (original piece, processing or arrangement)
2. Free repertoire.
The duration is no more than 10 minutes.
• Senior group - from 15 to 18 years inclusive (students of music colleges and colleges are not allowed to participate in the category)

Category "STUDENTS OF MUSIC COLLEGES"

Category PROFESSIONALS – participants no age limit
1. The composition of one of the composers of the XIX century: Sichra, Vysotsky, Morkov, Alexandrov, Vetrov, etc. (original piece, processing or arrangement)
2. Free repertoire.
The duration is no more than 15 minutes.
4.3. "Chamber Ensemble" nomination
(number of participants up to 8 people):
Junior category:
Younger group - up to 13 years old inclusive;
Senior group - up to 18 years old inclusive.
Professionals category:
No age limit
Requirements for the performed program in this nomination:
1. The original work of guitar chamber music (not an arrangement).
2. Free repertoire.
Duration of performance is not more than 10 minutes.
The program is performed by members of the ensemble at sight or by heart.
The ensemble, in addition to the guitar, allowed to include other instruments.
Parties in ensembles should be equal.
The participation of the teacher in the ensemble is prohibited.
4.4. "Guitar Orchestra" nomination
Groups of participants is 9 (nine) or more are allowed in this nomination; conductor & 1 tutor or 1 illustrator are allowed to participate.
Requirements for the performed program in this nomination:
Free repertoire up to 10 minutes.
4.4. Each Participant of the Competition-festival guarantees and provides independently on his own account the observance of the copyright of authors and other copyright holders of the music works presented by the Participant for participation in the Competition-festival and / or performed by the Participant as part of the Competition-festival. Third parties have claims to the Organizing committee of the Competition-festival related to the use of musical works in the framework of the Competition-festival, the corresponding Participant of the Competition-festival is obliged to settle such claims and claims on their own and at their own expense, without involving the Organization committee of the Competition-festival.
5. The procedure and registration of participants of the Competition-festival
5.1. Each Participant of the Competition-festival is subject to registration by the Organization committee. The Participant is considered to be registered for participation in the Competition-Festival from the date the Participant receives address the confirmation of the Organization committee for registration of the Participant of the Competition-festival to his e-mail.
5.2. The participants of the Competition-festival for participation are provided to the Organizing committee the following materials and information in electronic form:
• An application with a Participant’s application form indicating personal data, a short autobiography and an performed program, the form of which is posted on the internet on the Contest-festival website: http://mmagi.ru, as well as a copy of birth certificate (except for the Orchestra nomination)
The sending by the Participant of the Competition to the Organization Committee of the questionnaire and other materials provided for by this clause of the Regulations confirms the full and unconditional consent of the Applicant with the terms of the Regulations, and also guarantees that the Participant of the Competition-Festival fulfills all the conditions of these Regulations.
5.3. The registration fee for participation in the Competition-festival in the Soloists nomination is 3000 (three thousand) rubles. In the “Chamber Ensemble” nomination, the registration fee is 2000 (two thousand) rubles from each member of the ensemble. In the Guitar Orchestra nomination, the registration fee is 10,000 (ten thousand) rubles for collective.
For members of the Moscow International Association of the Guitar Art, as well as participants who have paid the registration fee up to and including 31.08.2023, a discount of 30% of the registration fee amount is provided.
For foreign participants it is allowed to pay the registration fee on the day of registration at the Competition-Festival.
Information about the payment of the registration fee for participation in the Competition-Festival (payment details) is published on the website: www.mmagi.ru. In case of refusal to participate in the Contest-Festival, the registration fee is not refundable.
Accommodation and transportation of participants of the Competition-festival is carried out at the expense of the participants or the sending party.
5.4. An application of the established form for participation in the Competition-Festival and a copy of the receipt for payment of the registration fee must be sent before 23:00 November 01, 2023 to the e-mail address of competition@mmagi.ru, or by filling in the corresponding online application form for the Contest-Festival, available on the website www.mmagi.ru.
5.5. The order of performances of the Participants is determined by the Organization committee of the Competition-festival.
5.6. Competitive auditions of the Competition-festival in the nomination soloists for the category “juniors” are held in one round, for the category “professionals” - in two rounds.
5.7. Competitive auditions of the Competition-festival in the nomination chamber ensembles are held in one round.
5.8. Competition performances of the Competition-festival are held publicly.
6. Prize fund of the Competition-Festival
• The winners will be included in the concert programs of the Moscow International Association of the Guitar Art season 2023-2024
• Concert guitar from worth 200 000 rubles (luthier David Mirumyan, Russia)
• Concert guitar from rosewood Newtone Laureate worth 185 000 rubles
• Strings “Aquila”
• DNA Pickups
• Free online-course by Nikita Boldyrev Guitar School
• The winners in the nomination "Seven-string guitar" are granted the right to participate free of charge in the project "Russian Guitar -Newtone" in Kaluga, Russia
• Laureates and diploma winners, as well as their tutors will be awarded diplomas
By the decision of the organizing committee of the Contest-festival, the prize fund may be supplemented.
7. Jury of the Competition-Festival:
7.1. The jury consists of well-known Russian and foreign musicians and classical guitar performers representing various artistic directions of guitar music. Information about the jury members will be provided additionally. By the decision of the organizing committee, changes may be made to the jury.
8. Final regulations
8.1. This Regulation enters into force on the date of its approval (signing) by the Organization committee.
8.2. This Regulation may be amended and / or supplemented by the decision of the Organization committee.
8.3. The Organization committee reserves the exclusive right at any time:
а) supply and / or amend the Regulation;
b) repeal this Regulation and / or declare it invalid in whole or in part;
c) accept the new version of the Regulation;
d) amend and / or supply the Regulations regarding the name, number of nominations, number of nominees, laureates, winners of the Competition-festival, as well as regarding other conditions of the Competition and related events.
8.4. All changes and additions to the Regulations, as well as the Regulations accepted in the new edition, shall enter into force on the date of their approval by the Organization committee, unless another date of entry into force is expressly indicated and determined by the Organization committee e.
8.5. The organizer is not obliged to provide third parties with information and information about the Contest-Festival, as well as related organizational measures, with the exception of cases expressly provided for by current legislation.
8.6. All and any requirements of citizens and / or legal entities related to the organization and holding of the Competition-festival or participation in it, and / or arising from these Regulations, as well as their consequences, are considered by the Organization committee, except as expressly provided for by the current legislation of the Russian Federation.
8.7. The Organization committee is exempt from reimbursement of any possible and / or losses incurred by the Participants, any third parties, expenses and / or other sums of money related to the conduct of the Competition events, other than those expressly provided for in these Regulations.
8.8. All disputes and controversies that may arise in connection with the holding of the Competition-Festival and its results and / or arising from these Regulations, and / or directly or indirectly related to it, shall be resolved through negotiations.
8.9. The headings in this Regulation are given exclusively for convenience of working with the text of the Regulations and should not be taken into account. Headings to sections, as well as their numeration, are for reference purposes only and do not define, limit or change the meaning, content and interpretation of this Regulation.
8.10. Losses and any other damages incurred by the Organization committee and / or third parties as a result of a violation by the Participant of the Competition-festival of copyright and / or related rights during the Competition-festival are reimbursed by the Participant of the Competition-festival who committed such a violation.
8.11. The given regulation is made in Russian and English. In case of discrepancy between the Russian and English texts of this regulation, the text in Russian will prevail.

APPLICATION #1
REQUIREMENTS FOR VIDEO RECORDING (for pre-recorded competitors of the Competition-Festival)
• The contest program should be recorded with one file (multiple video files gluing is not allowed);
• Only un-edited videos can be accepted for the audition;
• The only video should include the entire competition program;
• All pieces must be performed from memory;
• The program of the performance, the order of the pieces, as well as the time (timekeeping) of the performance on the pre-recorded video shall meet the conditions of the competition;
• The recording shall consist of a single take, have clear audio, and image quality. Performer’s face, hands, and the entire guitar should be fully visible in the video;
• The contest video shall be unedited, in a single shot (no edits between pieces or at any time). Do not use compression or special sound effects (such as reverb, etc.), otherwise, the competitor will be disqualified;
• Pre-recorded videos with sound and video processing are not allowed to participate in the competition;
• The contest video is uploaded to the video hosting https://youtube.com/ (YouTube) with the active link and attached to the corresponding box in the electronic form of the application;
• In the name of the file, it is necessary to indicate the full name of the Participant, nomination, and age category;
• In the description to the recorded video (underneath the video file) it is necessary to specify the name of the contest and the pieces performed;
• The link to the uploaded video file shall be sent together with the electronic application on the website www.mmagi.ru until 23:59 November,01, 2023;
• The Organizing Committee reserves the right to publish, reproduce, distribute, broadcast, display publicly and privately, and otherwise make all uses of all Submission Materials to Competition-Festival;
• The Organizing Committee shall have the right to use and distribute (without payment to the participants) video recordings, printed materials and other products produced during the preparation of the competition events and its results.
